SARUSARA offers farmers concessionary loans at 5% interest for cultivation, home gardening, and warehouse receipt financing under NCRCS.

SARUSARA is a concessionary loan scheme introduced under the New Comprehensive Rural Credit Scheme (NCRCS) to support Sri Lankan farmers. The facility provides affordable financing at a low interest rate of 5% for short-term crop cultivation, home gardening, nurseries, and warehouse receipt financing.

Borrowers must:
Be a farmer with land ownership, lease ownership, or tenancy
Be a farmer without land ownership but holding a valid government permit or license
Have cultivation rights granted by a landowner for a specified period
Not a defaulter in respect of loan borrowed from any financial institution
Age Criteria:
Below 65 years
if above 65 yrs, immediate family member (spouse, daughter, son or close relation over 15 yrs and below 65yrs) to be joined
Interest Rate: 5% p.a.
Repayment Period:
-Up to 270 days
-Up to 365 days for Sugar Cane and Turmeric
Loan Amount:
Loan amount will be determined by the type of crop and the extent of land to be cultivated.
Cultivation of Short-Term Crops per farmer is Rs. 3,000,000.00. Loan amount of the borrower should be determined as per scales of finance and extent of lands of each crop.
Cultivation of Nurseries of Short-Term Crops is Rs.500,000/-
Home gardening is Rs.100,000/-
Warehouse Receipt Financing, Farmers are allowed to obtain up to 70 per cent of the current market value of the stored commodities. The only purpose of keeping crops in the warehouse shall be to sell them to a selected buyer at a higher price during or at the end of the stipulated period.
Maximum exposure for multiple loans: Rs. 3.0 Mn
Collateral: Personal Guarantee (PG)
Cultivation of crops including:
Paddy (irrigated & rainfed)
Pulses (Cowpea, Green Gram, Black Gram, Soy Beans, Maize, Kurakkan)
Oil seeds (Ground Nuts, Gingelly, Sunflower)
Roots & Tubers (Potato, Sweet Potato, Manioc, Kiri-Ala)
Vegetables (Beans, Brinjal, Lady’s Fingers, Beetroot, Cabbage, Carrot, Capsicum, Tomato, Leeks, Radish, Luffa, Bitter Gourd, Snake Gourd, Pumpkin, Ginger, Chillies, Onions, Gherkins)

Warehouse Receipt Financing to sell crops at a higher future price
1. Who can apply for the SARUSARA loan?
Any eligible farmer engaged in cultivation, home gardening, or warehouse-based crop storage may apply.
2. What is the interest rate under this scheme?
The loan is offered at a concessionary interest rate of 5% per annum.
3. Can tenant farmers apply?
Yes, tenant farmers and farmers with permits or cultivation rights are eligible.
4. Is collateral required?
No physical collateral is required; a personal guarantee is sufficient.
5. Can I obtain multiple loans under this scheme?
Yes, subject to a maximum combined limit of Rs. 3.0 million.
