Eligible Sectors

Tea Smallholders with,

  • Landholding not exceeding 10 Acres with a recommendation letter from the Tea Small Holdings Development Authority (TSHDA)
  • Landholding of 10 Acres to 50 Acres with a recommendation letter from the Sri Lanka Tea Board (SLTB)

Grant Eligibility – Japan Fund for Poverty Reduction - (JFPR)

  • Tea Small Holders with a land extent NOT exceeding 10 Acres.

AND

Project purpose should be restricted to;

  • New Planting
  • Replanting
  • The maximum loan amount is Rs. 5 million

AND

  • Sub-borrowers who completed the financial literacy training and demonstrated the practice of record keeping.

Early settlement will not be allowed for borrowers who have obtained the grant component.

Eligible Sub-Projects

Sub loans for all types of projects which increase green leaf production through good agricultural practices, such as.

  • New planting
  • Replanting
  • Infilling
  • Nursery development
  • Irrigation
  • Water and soil management
  • Mechanisation

Priority Sectors

Landholding not exceeding 10 Acres with a recommendation letter from the Tea Small Holdings Development Authority (TSHDA) for new planting and replanting.

Qualified Sub Loans

Capital investments for new planting, replanting, infilling, nursery development, irrigation, water and soil management and mechanisation by tea smallholders.

Maximum Sub-Loan Amount

  • Rs. 5 million (with JFPR grant)
  • Rs. 30 million (for non-grant)

Tenor of Sub Loan

  • Maximum 10 years
  • Grace period for replanting and new planting – minimum 24 months
  • Grace period for capital investments other than replanting and new planting – maximum 12 months
  • If machinery – lifetime subject to a maximum of 10 years

01. Am I eligible to obtain a TEA Pilot Component facility?

  • You should be a tea smallholder with a land holding less than 10 Acres with a recommendation letter from TSHDA or a landholding of 10 Acres to 50 Acres with a recommendation letter from the SLTB.
02. What makes you eligible for JFPR grant component under this loan scheme?

  • The tea smallholders with a landholding of less than 10 Acres and the eligible capital expenditure should be for new planting or replanting. An additional grant amount is available for tea smallholders who have completed the financial literacy training and demonstrated the practice of record keeping.
  • The decision to grant the facility will be made based on the proposal’s eligibility and as TSHDA recommends.
03. Do I have to offer collateral?

  • The Bank may request suitable collateral.
04. What are the required documents?

You will be required to provide the documents requested by the Bank, including the following:

  • Recommendation letter from the TSHDA or the SLTB
  • Duly filled Loan Application
  • Copy of NIC of applicants/the Business Registration Certificate and related documents
  • Financial Statements (Records/Audited/Certified/Management etc.)
  • Supporting documents for accounts, including bank statements
  • Valid Environmental Protection Licenses (EPLs) where applicable
  • Any other documents required by the Bank for the approval process
